Background

The Court Services and Offender Supervision Agency (CSOSA) provides comprehensive parole and probation supervision services within the District of Columbia.

The established best practice within the field of community supervision is for probation and parole offices to be located within the communities where offenders live. This strategy enhances public safety in several ways. It allows for more frequent contact with the offender population within their homes and places of employment. It facilitates office visits by the offenders in order to meet with their Community Supervision Officers (CSOs) and comply with drug testing requirements. It facilitates cooperative interactions and strategies for public safety between locally assigned police officers and locally assigned community supervision officers. It also facilitates local community engagement and participation in supervision and services provided by CSOSA.

CSOSA presently maintains offices at the following locations:

Rhode Island Avenue Field Office Facts

  • Staff will move into the building during late February 2006.

  • There will be approximately 50 CSOSA staff members at this site.

  • The senior official at the site will be Branch Chief Valerie Collins.

  • CSOs make up the majority of employees.

  • The assigned CSO supervision teams will be responsible for general supervision, domestic violence supervision and an Interstate supervision.

  • There will be approximately 190 offender visitors daily.

  • There will be no drug testing at this location.

  • Sex offenders and mental health offenders living in surrounding community will continue to report to a downtown location for supervision.

  • Operating hours will be 7 a.m. to 8: p.m.

The structure provides 20,000 square feet of space, comprising the 2nd floor of 900 Rhode Island, the 2nd and 3rd floors of 910, along with the ground level entrance at 910. The CSOSA entrance and official address is 910 Rhode Island Avenue N.E.

The space includes private offices, cubicles, interview rooms and group meeting rooms. Additional space is provided for an employee break room and an employee exercise room.

The field office is located close to the Rhode Island Avenue Metro station and bus lines.

Community Contacts

CSOSA employs a team of Community Relations Specialists who routinely attend and organize community meetings across the city. During 2003 and 2004, Alice Harper, the Community Relations Specialist assigned to the 5th Police District, shared information at community meetings regarding CSOSA’s interest in establishing a new field office in the area.

On February 5, 2004, representatives from CSOSA attended the public meeting of Advisory Neighborhood Commission (ANC) 5B and delivered a presentation about the agency’s plan to establish a new field office at 910 Rhode Island Avenue, NE.

Agency representatives also attended the March 4, 2004 public meeting of ANC 5B and again shared information about the proposed new field office.

On April 1, 2004, seven members of ANC 5B signed a letter to CSOSA expressing support for the establishment of the new field unit. The letter states: “You have provided the community of ANC 5B04 an opportunity to tour your current facilities and met with us to discuss the positive impact your agency would have on our community –the meetings were very informative and answered some of my constituents concerns. The positive impact your agency has brought to other communities has proven to remove many of the negative influences of criminals loitering or attempting to commit crimes within the communities.”

On January 5, 2006, CSOSA’s Director, Paul Quander, Jr., attended the public meeting of ANC 5B and provided an update on the agency’s plan to open the new field unit during February 2006.
