AGENCY: Court Services and Offender Supervision Agency for the District
of Columbia.
ACTION: Semiannual regulatory agenda.

SUMMARY: The Court Services and Offender Supervision Agency for the
District of Columbia (CSOSA) is publishing its semiannual regulatory
agenda pursuant to Executive Order 12866 (58 FR 51735) and the
Regulatory Flexibility Act (5 U.S.C. chapter 6). The regulatory agenda
lists all agency regulations that are scheduled for development during
the next 12 months or that have been issued since the publication of
the previous regulatory agenda.

Abstract: The Court Services and Offender Supervision Agency for the
District of Columbia (CSOSA or Agency), with the concurrence of the
Office of Government Ethics (OGE), is proposing to issue regulations
for employees of CSOSA and for employees of the District of Columbia
Pretrial Services Agency (PSA), an independent entity within CSOSA,
that supplement the Standards of Ethical Conduct for Employees of the
Executive branch issued by OGE. CSOSA's supplemental regulations
address requirements for outside employment and for contacts with
offender/defendants, their families, and their known associates. These
requirements are necessary to address ethical conduct standards
pertinent to an agency with a criminal justice mission.

Abstract: CSOSA proposes to adopt regulations on the use of its
official seal and the official seal for the District of Columbia
Pretrial Services Agency (PSA), an independent entity within CSOSA. Use
by any person or organization outside of the Agency may be made only
with CSOSA's or PSA's prior written approval. Wrongful use of an
official seal is subject to administrative action and/or criminal
penalty.

3039. ACCEPTANCE OF GIFTS

Abstract: CSOSA proposes to adopt regulations on the acceptance and use
of gifts by itself and by the District of Columbia Pretrial Services
Agency (PSA), an independent entity within CSOSA. CSOSA and PSA have
been granted specific authority by Congress to accept and use gifts in
the form of in-kind contributions of space and hospitality for the
purpose of supporting offender and defendant programs and equipment and
vocational training services to educate and train offenders and
defendants. These regulations establish procedures for the public to
follow when offering a gift, criteria for accepting and using gifts,
and procedures for audit and public inspection of records pertaining to
the acceptance and use of gifts.
