How to File a Complaint

Complaints against employees of the Court Services and Offender Supervision Agency or Pretrial Services Agency must be forwarded to the OPR in writing. This can be accomplished through electronic means, mail, or hand delivered. Complaints should contain as many details as possible, and as a minimum answer the following questions:
  • Who is the complainant(s)?
  • Who the complaint(s) is filed against?
  • What occurred?
  • When did it occur?
  • Where did it occur?
  • Who are the possible witnesses?

It is also important to attach copies of any evidence that might be useful to the investigation. If information is forwarded to the OPR, the complainant should retain copies of all forwarded documents, since this information will not be returned to the complainant. Each complainant will be interviewed as part of the preliminary analysis stage. The preliminary analysis stage is conducted by the OPR to determine if an investigation is warranted or not warranted. This helps to assure that employees are not investigated due to frivolous complaints.

A complaint may be accepted from an anonymous source, provided there is enough factual information. However, anonymous complaints are not recommended because they are very difficult to investigate.
