CSOSA's Community Supervision Program maintains a zero tolerance of drug use. Drug testing of each offender is performed consistent with risk assessments. All offenders are placed on a drug testing schedule, with the frequency of testing dependent upon prior substance abuse history, supervision risk level, and length of time under CSOSA's supervision.

Routine drug testing is an essential element of supervision. CSOSA supplements extensive offender monitoring with frequent surveillance drug testing. Surveillance drug testing both monitors the offender's compliance with the releasing authority's requirement to abstain from drug use (and usually alcohol use as well), and indicates the offender's level of need for treatment placement.

All offenders are tested at intake and twice weekly for the first eight weeks of supervision. If the offender tests negative throughout that period, drug testing is reduced to once per week for an additional twelve weeks. If the offender continues to test negative, drug testing is reduced to once per month for the remainder of the supervision term. If the offender tests positive at any time, he or she is immediately moved to a more frequent drug testing schedule. In addition, all offenders, including those who do not have a history of substance abuse, are subject to random spot testing (unscheduled drug testing) at any time.

Offender positive drug tests are addressed swiftly through a combination of treatment referrals and sanctions. In addition to more frequent testing, sanctions for positive drug tests can include in-house drug education, sanctions groups, GPS monitoring or short-term residential placement.

Accomplishments:

  • CSOSA has significantly increased the number and frequency of offender drug tests. The average number of offenders tested in FY 2008 was 8,512, compared to 2,317 per month in FY 1999.
  • In addition to testing more offenders, CSOSA is testing the offenders more often. In FY 2008, offenders tested an average of 3.6 times per month compared to only 1.86 times per month in FY 1999.
